Reduction of traffic speed helps. In my part of London 20mph is the top legal speed. However cyclists do wear helmets, but unlike on Holland they all wear lycra and ride as if in a race which causes its own problems.

Have anybody ever seen a bicycle helmet, which is not meant for racing in some hot environment. Totally useless in cold and rain and sun.

20 mph is quite enough to crack one's own skull.
Well they have the same coolness factor as Segway. No wonder people ignore them. And I guess also underestimate how easy is to crack a skull or neck
