I don't consider a dam a building.
Even if you did (I also don't) the degree of slowing is trivial. Two milliseconds per century isn't worth an article.
I think that mankind has built a structure that can measurably slow the earth's rotation is amazing and well worth an article, personally.
It may be trivial, but that doesn't mean it's not an interesting thing to learn about.
