The old ones grow. But new arable land by irritaring the southwest would be amazing. Sink extra energy into desalinizing water which'll refill aquifers even if wasted the first time.
Maybe they could do with maintaining the old ones properly?
No that would make too much sense.
The US has so many cities, the politicians keep failing them.
