      Yes, you're paying for 4k & hdr. Then they took it away. I'm not sure the problem here. If they never delivered 4k because your bandwidth can only do 480p then fine. If your infrastructure supports 4k and they never deliver it then that's not finec bc, because again you're paying for that.
