They seem borderline compliant. Rather than function, seems to me the artists have bent the aesthetic of digital/QR "into" the artwork, with that as priority rather than the other way around, like it's usually done (trying to arrange QR components artistically).-
Binary Eye on my phone refuses to scan these codes, but the built-in camera app seems to work after some struggling.
