My experience where gating runs and the check is a hook on the same machine the agent runs on agents will skip rules some point when looking fast solution for your code like skipping tests or --no-verify. Agents break written rules most with CLAUDE.md, AGENTS.md and other rule files, so target point is good when make agents check their rules again if they break it. Can the agent skip or turn off RuleReceipt's own hook the same way?
